I can tell you for sure that Indy isn't much of a fabric place. I lived there for 29 years and there was only JoAnn's and Hancock Fabrics to choose from. The last time I visited I noticed there's a new boutique on the north side of town called The French Seam. http://www.thefrenchseam.com/ I meant to check it out but I ran out of time.
